libde265
libde265 is an open source implementation of the H.265 video codec.
It is written from scratch for simplicity and efficiency. Its simple
API makes it easy to integrate it into other software.

New upstream release (with CVE fixes). Note the aarch64 builds seems a bit flaky, kicking off a new rebuild let the builds compile without errors, so not sure whats going on there.
